Meet Our Management Team

The City Safe Partners Security Team is comprised of retired NYPD executives and veterans of the security field who offer a diverse set of experiences.

Soyini Chan-Shue, President 

Soyini Chan-Shue has over 23 years of first rate law enforcement experience, including extensive site security, counter-terrorism, surveillance, and dignitary protection. Ms. Chan-Shue’s law enforcement expertise has been utilized to supervise protection and safety details for high profile dignitaries and for overseeing safety site surveys of major events for national organizations such as the National Football League and the National Basketball League. Additionally, she was assigned to the NYPD’s elite Organized Crime Control Bureau which is responsible for high level investigations involving narcotics, money laundering and organized crime. While assigned to OCCB, she was trained in and supervised undercover operations for the United General Assembly. Ms. Chan-Shue recently retired from the New York City Police Department with the rank of Sergeant Special Assignment.


Philip Banks, III

Philip Banks, III is one of the highest profile security and law enforcement leaders in America. His extensive executive level security and law enforcement experience spans twenty-eight years culminating in his role as the highest ranking uniformed position in the New York City Police Department – Chief of Department which is the day to day operational person in charge of the 34,000+ uniformed body. He currently works closely with industry, civic, community, religious leaders, and the public at large. He also held the post of Chief of Community Affairs which is responsible for coordinating the relationship between the community and the NYPD. He also appears regularly on CNN’s, Criminal Justice Matters.

Winnie Greco
Chinese American Security Liaison 

Winnie Greco has been the American/Chinese Ambassador for New York City Brooklyn Borough President since 2001, serving Marty Markowitz and Eric L Adams. Under her leadership, Brooklyn has become the sister and friendship city to Chaoyang, Beijing; Putuo, Shanghai; Yiwu, Zhejiang, and Gulou, Fuzhou.
Ms. Greco is on the board of more than a dozen Chinese community associations in America and consultant to several United States elected officials, including Assemblyman Felix Ortiz. Her solid network within China and local Chinese American community relationships enable her to facilitate a symbiotic exchange of culture, education and economic development between the two countries.
